Neutral Theory of Evolution

Developed by Motoo Kimura, the Neutral Theory of Evolution states that most mutations that stay permanently in a genome (which are referred to as "fixed" mutations)are neutral and the what brings them to fixation is genetic drift. In other words, chance fixes the neutral mutations. Only a small portion of fixed mutations are advantageous or deleterious and they are brought to fixation by natural selection.
