Diploma mill

A diploma mill is an institution that confers college or graduate degrees without requiring the usual course-work necessary to complete the sort of degree being offerred. Diploma mills are normally unaccredited, under-accredited, or accredited only by an "accreditation mill," an organization or company made specifically to confer legitimacy to a particular diploma mill.
